I think that the post of Assistant
Crow Solicitor should also be made a "cadet" one: the pay
fixed is that of a Third Class Cadet and the work is within
the capacity of a cadet who is specialising in law. In this
connection I invite reference to my Confidential Despatch of

I have omitted from the previous list
shown on page 191 of the Civil Service List for this year the
appointments of Captain Superintendent of Police, Deputy
Superintendent of Police and Assistant Superintendent of
Police. I note the ruling given in your Despatches Nos. 89 of
the 31st. March and 167 of the 9th. June last that Cadets are
eligible for the post of Captain Superintendent of Police but
have no preferential claim to it.

I have also omitted the post of Secreta-
-ry to the Sanitary Board. The importance of this post has been
much diminished since the present list was drawn up. At that
time there was no Head of the Sanitary Department, and the
Secretary to the Board was the only Government Officer whose
whole time was devoted to the work of the Board at whose meet-
-ings the Principal Civil Medical Officer presided. Moreover
with the severance of all Building Authority's work from the
